Use of Micromobility Transportation Devices on University Property

I. POLICY STATEMENT
The purpose of this policy is to establish requirements that govern the safe operation and use of Micromobility Transportation Devices on University Property.
II. SCOPE
This policy applies to all users of MTDs on University Property, including students, faculty, staff, University community members, contractors, and visitors.
III. DEFINITIONS
“Abandoned Device” means any MTD which has remained in the same location on University Property for fourteen (14) days.
“Micromobility Transportation Device” or “MTD” or “Device” means any small, low-speed, electric-powered transportation device or vehicle with a power supply of less than 750 watts, including electric-assisted bicycles, electric scooters (e-scooters), electric skateboards, and other small, lightweight, wheeled conveyances or other devices given this designation by the University, including but not limited to hoverboards, segways, etc. This definition does not include electric wheelchairs, motorcycles, mopeds, golf carts, or similar vehicles.
“University Property” means University campus and any other property allocated to or operated, leased, managed, or controlled by the University or any component or affiliated entity thereof, including but not limited to buildings, streets, sidewalks, pathways, parking areas, or other grounds. This includes public property within or immediately adjacent to the campus.
IV. REGISTRATION REQUIREMENT
All MTDs operated or parked on campus must be registered with the Department of Parking & Transportation. Registration information includes owner contact information; device make, model, and serial number; and an agreement to comply with University policies. Registration must be completed prior to use and renewed annually. Unregistered devices are subject to impoundment.
V. OPERATION OF MICROMOBILITY TRANSPORTATION DEVICES
MTD users/riders shall exercise due care and reasonable caution to prevent injury to others, to self, or to property. Reckless operation whereby the rider demonstrates no concern for the safety of others is an unacceptable use and constitutes a violation of this policy. In particular, MTD users/riders shall:
- Comply with all applicable traffic laws and University policies governing vehicle operation.
- Operate Devices only on roadways and designated bike lanes.
- Yield to pedestrians and individuals using wheelchairs.
- Dismount and walk MTDs when on sidewalks, walkways, or pedestrian-heavy areas.
- Obey all posted traffic signs and signals.
- Wear helmets and other safety gear as required by State law for those under 16 years of age. Helmets are recommended for all MTD users/riders.
- Travel in the same lane and direction as motor vehicles and use designated bike lanes, where available.
- Pass only when it is safe to do so and pass to the left when passing any other user on the same surface.
MTDs may not be operated:
- On sidewalks, stairways, or grassy areas.
- Inside University buildings, including residence halls.
- In a manner that obstructs ADA access, pedestrian pathways, or emergency routes.
- While wearing or using headphones, earphones, or cellular phones, unless stationary and required for navigational purposes.
- With more than one person on the Device at a time.
Obstacle riding or other acts or maneuvers which may endanger the Device operator or others or damage property, are prohibited. Obstacles such as University monuments, retaining walls, staircases, ledges, handrails, benches, brick patios, curbs, flower planters, and other structures shall be off limits to MTD operators due to the inherent destruction of property that may result from such activities, and to prevent injury to pedestrians.
VI. PARKING, STORAGE, AND MAINTENANCE
MTD operators are responsible for keeping their Devices in good working order and shall not abandon or improperly park their Devices on University Property. Devices must be parked in designated bicycle racks or MTD parking areas. MTDs may not be:
- Parked against trees, railings, light poles, or signposts.
- Left in a manner that blocks pedestrian or vehicle access, including on any sidewalk, fire lane, or within fifteen (15) feet of a building entrance, exit, or staircase.
- Stored or parked inside any University building or facility.
Improperly parked Devices are subject to impoundment or removal by the Department of Parking & Transportation at the owner's expense.
Abandoned Devices are not permitted on University Property and are subject to removal, impoundment, and disposal with proper notice in accordance with the Department of Parking & Transportation’s established standard operating procedures.
VII. CHARGING OF MTDs NOT PERMITTED
Using any campus electrical outlets, fixtures, or infrastructure to charge Devices is strictly prohibited on University Property, both inside and outside University buildings, including residence halls, academic buildings, and outdoor areas.
VIII. ENFORCEMENT AND PENALTIES
Violations of this policy may result in the Department of Parking & Transportation impounding or removing the MTD. Additionally, any violation of this policy by a University student is subject to the Code of Student Conduct. For employees, violation of this policy is subject to disciplinary sanctions in accordance with the policies of the Office of Human Resources & Payroll.
If violation of this policy also results in a violation of law, the violation may also be referred for criminal action.
This Policy is enforced by the Department of Parking & Transportation.
If a Device is impounded, the owner may retrieve the MTD at the Parking & Transportation Office during normal operating hours (Monday through Friday, 8:00 AM to 4:30 PM, excluding University holidays). Proof of registration and payment of the retrieval charge are required for release. Any Device that has not been retrieved after fourteen (14) calendar days is considered an Abandoned Device and is subject to disposal by the University.
IX. POLICY REVIEW
This policy shall be reviewed and revised as necessary every four (4) years.
