The existing practice at the institutions varies widely depending on the institution. Given the need to create a predictable funding model for institutional research at WCU, it is appropriate for the Academic Division to propose a funding model that accomplishes this goal as well as to incent faculty and colleges actively to solicit external funding for research and engagement projects. After discussing the pros and cons of various alternatives, a sub-committee of the Council of Deans offers the following alternatives for aligning the incentives to do research and the provide institutional support for those activities. The proposals also recognize the explicit authority of the Chancellor to use discretion to apply judgment as necessary to meet the needs of the entire university community. Option 1: All indirect charges will be allocated to meet the various needs of the university in a balanced manner. The Chancellor or designated Vice Chancellor shall receive 25% of all indirect grant recovery funds. The Academic Affairs division shall be allocated 50% of funds to share with programs as required to provide support across all disciplines and fund the Office of Research to provide grant-writing support across the academic colleges. The remaining 25% will be allocated to the college, department and the PI(s) in a manner to be approved by the faculty of each college or by the Dean in consultation with the faculty. The current administrative practice of assessing a transfer fee of 10% on transfer of funds for contracts to a trust account once all work on the contract has been completed will not be continued. Option 2: The Chancellor shall receive 100% of all indirect charges on all contracts or grants generated from outside the academic division. For all grants or contracts generated by the academic division the3 Office of the Provost will receive 60% of indirect charges to be used as recommended in Option 1. The remaining 40% will be shared as determined by the faculty of each college or by the Dean in consultation with the faculty. Recommendation: The Council of Deans recommends adoption of Option 2 because it provides the benefits in alignment with the source of the resources required to generate the funding and provides a more predictable funding source that the current methodology employed at WCU.
